Committee’s directive to seek clarification from three international human rights organizations
KATHMANDU:- The Law, Justice, and Human Rights Committee of the House of Representatives has directed the government to seek an explanation from three international organizations that issued public statements regarding the independence of Nepal’s judiciary.
The committee meeting decided to direct that a clarification be sought regarding the joint statement issued on Shrawan 8 by Amnesty International, the Commission of Jurists, and Human Rights Watch concerning matters related to Nepal’s judiciary and sovereignty—specifically regarding judicial jurisdiction.
The committee has directed the Ministry of Women, Children, Gender and Sexual Minorities, and Social Security to seek clarifications—supported by official evidence—from the concerned agencies regarding the said statement.
The committee has advised the government to take necessary initiatives to make the administration of justice more transparent, accountable, and service-oriented, in line with the spirit of an independent judiciary, the principle of separation of powers, and the tenets of good governance. Furthermore, a decision has been made to hold further discussions on this matter in upcoming meetings.
The committee has also issued directives to make the implementation of project agreements with non-governmental organizations—which are approved by the Ministry and the Social Welfare Council in accordance with the Social Welfare Council Act (2049), the Social Welfare Regulations (2049), and prevailing laws—more systematic, dignified, and transparent.
The committee has also advised the government to establish a system for rigorous, effective, and regular monitoring and evaluation to ensure that non-governmental and international non-governmental organizations are implementing their approved objectives and activities in accordance with project agreements.
This directive was issued following discussions held during the meeting with the Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, as well as lawmakers and legal experts.
