Deuba faction deploys central representatives in 77 districts to hold 15th general convention in December

KATHMANDU:- The non-establishment faction of the Nepali Congress has moved forward with preparations to hold the party’s 15th General Convention in Mangsir.

The Deuba faction has expressed objection, arguing that the faction advocating for a special general convention has proceeded with its activities—including the public release of a convention schedule—while the dispute regarding the legitimacy of the Central Working Committee remains sub judice at the Supreme Court.

In a statement issued on Friday, the Preparatory Committee for the Nepali Congress’s 15th General Convention announced the decision to hold the convention in Kathmandu on December 7, 8, and 9, 2026. The committee also released a schedule setting the ward-level conventions for October 1.

The statement, issued by Preparatory Committee Coordinator Deepak Prasad Kuinkel, asserts that the Central Working Committee elected during the 14th General Convention bears the constitutional obligation to conduct the 15th General Convention.

A statement notes that the meeting of the 15th General Convention Preparatory Committee, held on Bhadra 17 and 18, finalized the date and preliminary schedule for the General Convention, in accordance with the directives issued during the national gathering/conference held on August 14, 15, and 16.

It has also been decided to dispatch central representatives to all 77 districts to facilitate the conventions at various levels. Furthermore, a decision was made to form preparatory committees for conventions at the district, federal electoral constituency, provincial assembly constituency, municipal, and ward levels by September 19.

Central representatives have been designated for various districts for this purpose. Kalyani Rijal has been appointed for Kathmandu and Madan Bahadur Amatya for Lalitpur, though no representative is listed for Bhaktapur.

Similarly, two representatives—Shankar Bhandari and Prof. Dr. Krishna Gautam—have been appointed for Kaski, while various leaders have been assigned the responsibility of central representative in other districts as well.

Amidst escalating disputes within the Congress party between the establishment faction and the rival group regarding the legitimacy of the General Convention and the authority of the leadership, the Deuba faction has proceeded with preparations for the convention according to its own process.

The Congress has already initiated preparations after announcing a schedule to hold its 15th General Convention from October 2 to 5.
