Government issues various ordinances to make public service effective and keep good governance

KATHMANDU:- The government has recommended to the President various ordinances aiming to make appointments in the public bodies transparent and competitive, end politicisation, accelerate public construction, return savings of small depositors in cooperatives, and ensure services related to land and survey are effective.

The government, through the Council of Ministers, on April 27, issued the ordinances and recommended them to the President for further process.

According to Prime Minister Balendra Shah’s press and research expert Deepa Dahal, the government issued an ordinance to amend the Constitutional Council (Functions, Duties, Rights and Procedures), 2066, to manage the procedures related to meetings for the recommendations of appointment of office-bearers of legal entities.

The government has also recommended the ordinance made to amend the Cooperative Act, 2074, for endorsement.

The ordinance includes provisions for regulating cooperative organisations primarily engaged in savings and loans, requiring such institutions to obtain an operational license, and establishing a ‘rotational relief fund’ for the immediate return of savings to members of troubled cooperative institutions.

Similarly, the ordinance to amend certain Nepal Acts related to universities and health science institutes has also been recommended. These ordinances have been recommended to align with the ordinance created for special provisions regarding the dismissal of public officials previously appointed and nominated politically.

Likewise, the government has recommended the ordinance made to amend certain Nepal Acts, which will amend 20 Acts.

This ordinance has been recommended to remove obstacles seen in laws related to land, land measurement, land revenue, education, forest, health, civil administration, and insurance. In addition, the ordinance has been made for special provisions regarding the dismissal of public officials.
