HoR election: Programmes towards PR system to begin December 6

KATHMANDU:- Programmes under the proportional representation (PR) electoral system for the House of Representatives (HoR) election will begin on December 6. The Election Commission (EC) on Sunday established the Office of the Election Officer for the HoR PR election at its Kantipath-based office.

As per the election schedule approved by the EC, political parties wishing to participate in the PR system must apply between 10:00 am and 4:00 pm from December 7 to 9. The final list of parties applying for the PR election will be published between 10:00 am and 4:00 pm on December 10. Parties are required to submit their closed lists of proposed candidates on December 28 and 29. The closed list of candidates will be published on February 3, 2026.

The office was inaugurated by Officiating Chief Election Officer Ram Prasad Bhandari. EC Secretary Mahadev Pantha has been designated as the Election Officer for the PR system, while Joint Secretary Yagya Prasad Bhattarai will serve as the Assistant Election Officer. A total of 41 staff members have been deployed for PR election management.

On the occasion, Acting CEC Bhandari expressed confidence that all stakeholders would trust the nomination process, as representatives will be selected based on ethnic, geographic, and gender categories using a formula-based method with the support of the National Statistics Office.

According to existing law, the 275 members of the House of Representatives will be elected through two systems: direct and proportional representation. Of these, 165 members will be elected directly, while the remaining 110 will be nominated through proportional representation. For the direct (first-past-the-post) system, the programme for filing nominations at the offices of the respective election officers has been scheduled for January 20.

Also on Sunday, Finance Minister Rameshore Prasad Khanal and Minister for Law Anil Kumar Sinha held discussions with the Acting Chief Election Commissioner and other commissioners at the Election Commission regarding pre-election preparations. The discussions also focused on the support mandatory on behalf of the government to ensure the successful conduct of the election, it is said. (RSS)
